Scale AI Opens UAE Base as Sovereign AI Moves Into Mission-Critical Systems

Scale Presight sign MOU

Scale AI has launched its UAE entity at Dubai International Financial Center giving the $29 billion AI infrastructure company a permanent base. It highlights the fact that as the UAE deploys AI deeper into government and critical infrastructure, reliability, evaluation and control are becoming as important as access to models

As AI adoption and attacks increase, enterprises are now focused on which models they can trust. Scale AI fits perfectly into that situation. Scale AI has formally launched in the UAE and is best known for the data, evaluation and benchmarking infrastructure used by some of the world’s leading AI companies. Its customers include Meta, OpenAI, Microsoft, Nvidia and Cohere, along with government and defense organizations.

The questions all companies are asking is not just if the AI model can perform a certain task but can it do it reliably, repeatedly and under local control?

A Testing Ground for Reliable AI

Scale has also recently signed an agreement with Abu Dhabi-based Presight. Under that agreement, both companies will explore development of agentic AI applications for government and enterprise customers, with a particular focus on evaluation, governance and reliability in mission-critical systems. The potential uses include water, power, healthcare and transportation. These are all high-risk environments where potential AI errors will have larger consequences. Scale and Presight intent to pair agent development with evaluation frameworks that continuously assess how systems perform once they are operating in real world.

These are real challenges that reflect gaps in agentic AI development. A system may perform well on tests but behave differently once connected to live data, real users and changing operational conditions.

Scale is also framing sovereignty broadly. The company says it sees sovereignty as control and choice across data deployment, models and governance including the ability to adapt or replace systems as requirements change. Scale

This is important to understand as locking data inside a national border does not necessarily create genuine AI independence. An organization can still depend on an external model provider and may not control how the system is evaluated or change the underlying architecture. Sovereign AI is therefore more than just a hosting arrangement it is also an operating model.

Local language performance is another issue. The company is also aiming to help UAE institutions deploy systems that operate reliably in Arabic while meeting local governance requirements, preserving human oversight. Scale

Having the local language ability is a big plus, as performance in English does not automatically translate the same in Arabic. It is a strategic move by Scale to establish in the UAE and it proves their long term commitment And As AI begins moving into systems that run cities, infrastructure and public services having trust and reliability becomes the most important capability to have.
